Land claiming topic

I got into a discussion with a few more LVS members, and the growing concept of an "outpost" came up, however the outpost would be incredibly far away from easily claim-able land. The outpost owner, living far off (more than ten thousand) blocks away, may rarely use it. Should this be allowed?
