Lost old account; land claim transfer?

I am writing this on behalf of Sr_Falkem, who previously went by Sir_Falkem.

Falkem was in the middle of a project years ago (region post: Tunnel3) and stopped playing for a while. He has since forgotten his old account password and lost access to the email associated with it. He created a new account, Sr_Falkem, and would like to know if it would be possible to abandon the claim from the old account in order to regain access to that land.

I also know Falkem in real life and can confirm that they are the same person if that helps.
