Will this server have 1.4.7 tomorrow when the update gets rolled out to everybody? Not that much has changed, but a lot of things have been fixed in terms of bugs.

All 1.4.7 clients will be able to connect to 1.4.6. So you are free to update.

As far as I understand it, all server-related bugfixes in 1.4.7 are things which have already been fixed in Bukkit under 1.4.6, so we are unlikely to see a 1.4.7 bukkit update. The server will remain on 1.4.6 probably until the 1.5 update.

For future knowledge, Servers generally don't get updated on the day of the update release
