According to Dinnerbone, as of September 13th, Mojang has not planned a 1.13.2 update to come. (See

This does not mean there will never be a 1.13.2 necessarily, but they at-least have no current schedule for releasing 1.13.2 nor which bugs/features might make it into such an update. My assumption is that they are currently preparing for their 1.14 reveal with Minecon Earth at the end of this month, and so they won't be working on 1.13.x until at-least early next month if not later. However, it is also entirely possible that they will not release an update to resolve the existing world upgrade bug(s) for 1.13.x. I doubt Mojang plan to abandon 1.13, and have just had to delay releasing any further fixes for the moment. Given we have no way to know how long we'd have to wait for those fixes to come, or if they ever will, I think it is probably best to start preparing to update with the assumption that no further fixes are on the way and must expect data loss when upgrading from 1.12.2 to 1.13.1+. However, I do not think we should simply accept losing your hard earned progress on Zedwork.
I have begun working on a script which will hopefully patch any holes in the world left by Mojang's world upgrade. The only remaining issue appears to be some double chests spanning the border between chunks are wiped of their contents. (see
https://bugs.mojang.com/browse/MC-134115) My plan is to record the contents of every chest across the world in 1.12.2 before upgrading to 1.13.1, then compare the chest contents across the world after upgrade in 1.13.1 to find any chests which have been wiped. The script can then attempt to restore the contents of the chest by converting the chest's contents from 1.12.2 to 1.13 format, and inserting it into the block's data in the world file.
I am still early into working on this project, but have my existing work on reading 1.13 worlds for the ocean regeneration script to refer to and have the beginnings of some code to read 1.12.2 worlds. I am quite confident I can make something to repair data loss, and get us moving on to 1.13.1 and beyond. However, if you would like to be super safe I recommend you move chests with any valuables in them away from chunk borders.
Minecraft 1.13+ is definitely seeming to be the most time-consuming update for me, as I need to:
- update/rewrite the majority of our plugins on Zz
- completely rewrite all of the command systems used to run LVS
- write in compatibility support for changes to commands, player data and world data in our python scripts which power the !commands and various other features on Zz/LVS
- write a script to regenerate oceans in order to get the new content across our world
- and now also write a script to restore data lost during the world upgrade process.
I'll also later on be updating our ZestyGames for 1.13+ compatibility.
