Hey again.

I don't know who was supposed to hold the Council meeting this weekend, but since there was no premeeting topic I decided to make one.

Write if you have anything you want to discuss in the meeting and/or If you can't make the meeting. Also, If someone remembers who it was that was supposed to hold the meeting, please let us know.

I can't make it either because I'm taking an important exam. I apologize about missing earlier meetings this summer, but I should be able to make the majority of future ones after this one.

I would like to purpose some rules to clear up the rules for both Private and public towns

I wrote up a Constitution that is still being edited and written and feedback would be invaluable to this process.

Part 1

MARE CHARTER OF RIGHTS AND FREEDOMS

Mare is founded upon the principles that recognize the supremacy of LadyBountiful, Zedwick and The Khaleesi, Huntresslove, with the rule of law:

Guarantee of Rights and Freedoms

1. The Mare Charter of Rights and Freedoms grants the rights and freedoms set out in it subject only to such reasonable limits prescribed by The Khaleesi and the rule of law as can be undeniably justified in a free and democratic Mare.
Fundamental Freedoms

2. Every member of Mare has the following fundamental freedoms:
(a) freedom of conscience and religion
(b) freedom of thought, belief, opinion and expression, including freedom of communication.
(c) freedom of peaceful assembly
(d) freedom of association (Can join more then one group or town).
(e) citizens have the right to arms and defend themselves from mobs.

Democratic Rights

3. Every citizen of Mare has the right to vote in an election of members qualified for Mayor.
(a) The Khaleesi Determines who may run for Mayor of Mare
(b) The newly Elected mayor has the right to appoint Vice Mayor of his or her choosing.
(c) Mayor and Vice Mayor, shall continue for no longer than 3 months from the date fixed for the next general election of its members.
(d) In time of concern, a Mayor may be continued by The Khaleesi past the term of 3 months, unless overruled by 1/3 of the citizens of Mare.

Mobility Rights

4. Every citizen of Mare has the right to freedom of movement
(a) to move to and take up residence in Mare and Mul`Gore or anywhere else.
(b) to pursue the gaining of livelihood in Mare and Mul`Gore or anywhere else.

5. The rights specified in subsection (4) are subject to
(a) any rules or practices enforced in Mare or Mul`Gore or anywhere else. Other than those that discriminate players primarily on the basis of present or previous residence;
(b) Laws providing for residency requirements as a qualification for services.

Property Rights

6. Every Citizen of Mare has the right to ownership of personal Property including items and access to public property.
(a) Anyone May purchase Property in Mare at the price set out by the The Khaleesi
(b) The space within borders of the plot is Private Property as well all resources below.
(c) Citizens may deny access to other players to their private property.
(d) To be given reasonable notice of changes made to their public contributions.

7. The Khaleesi or the mayor may reclaim the land given reasonable notice and cause to move or remove personal property and a reasonable refund.

8. The rights specified in subsection (6) are subject to
(a) any rules or practices enforced in Mare or Mul`Gore or anywhere else. Other than those that discriminate players primarily on the basis of present or previous residence;
(b) Laws providing for residency requirements as a qualification for services.
Legal Rights

9. Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice.
(a) to be presumed innocent until proven guilty
(b) to be informed without unreasonable delay of the specific offences;
(c) Everyone has the right not to be arbitrarily or unreasonably charged.
(d) Everyone has the right to be secure against unreasonable search or foreclosure of items or Property.
(e) not to be denied reasonable refund without cause;
(g) not to be found guilty on account of any act or omission to the law unless, at the time of the act or omissions of the law, it constituted an offence under Mare or Mul’Gore or anywhere elses law to the general principles of law recognized by the community of nations.

7. Any person charged with an offence has the right
(f) to have the validity of the charge determined by way of LadyBountiful or Zedwick and to be released of the charges if charges are not lawful.
(a) Everyone has the right not to be subjected to any cruel or unusual treatment or punishment.
(b) to appeal the enforcements place on them
(c) to have their appeal reviewed within a reasonable time
(d) if found guilty of the offence and if punishment for the offence has been varied between the time of commission and the time of sentencing, to the benefit of the lesser punishment.

PART II
Enforcement

1. The Khaleesi and Mayor have the right to enforce the Charter and the laws of Mare as prescribed by LadyBountiful, Zedwick.
(a) If a law right or freedom is broken it is to be reported to The Khaleesi or the Mayor.
(b) enforcement of all laws, rights and freedoms is done by LadyBountiful, Zedwick.
(c) If a player is banned the Khaleesi May request LadyBountiful or Zedwick to remove that property and the items and either claim them for Mare or store the items for when the player is unbanned.

2. The Khaleesi reserves the right to move or remove anyone from Mare for any reason but is subject to
(a) Make announcement at a council meeting of the removal of a players build and items
(b) to give a player four weeks notice with a dated sign and a reasonable refund.
(c) The Khaleesi reserves the right to request Ladybountiful or Zedwick to move or remove Inactive citizen (who have not given notice) builds and items to be made available upon request of that citizen.

General

Application of Charter
The right and freedoms granted in the Mare constitution are only subject to the Mayor and the Citizens of Mare
(a) Never dishonor the The Khaleesi. To do so is to invoke the wrath of The Khaleesi.
(b) Never betray Mare or its secrets. To do so is to invoke the Wrath of the Khaleesi.
(c) Never disobey or refuse to carry out an order from The Khaleesi. To do so is to invoke the wrath of the Khaleesi.

I will be unable to make this meeting as I am away for bank holiday weekend, I would just like to comment on huntresslove's charter: all towns private or public are expect to create there own rules and make sure others are aware of them. If the rules are clearly laid out and a player breaks those rules, they can be inforced without the guardians. However this becomes void if you inforce rules after a player has already built in your town, they are instead under the rules of zedwork, and not your town.
