These topics were sent to forums from the Sept 22nd Zedling Council and are the only topics discussed in the pre-agenda.
*How many caretakers?
*How are caretakers appointed?
*Do we assign an extra caretaker for active towns when it is between mayors?

AB took up the red lettered baton and declared the first topic resolved in forums.

Council agrees that only one active Caretaker is needed for the maintenance of all Inactive Warps. Since Council has already set precedent by empowering Spectatre as Caretaker of Swamp, Jungle, and Extreme Hills (Inactive Warps) several months back it was stated this answered the second topic.

To the third issue, a Caretaker for Active Warps in the process of transitioning Mayors, most felt an additional Caretaker was unnecessary. All believe the current Caretaker, Spectatre, is doing an admiral job and have confidence that she is all that is needed going forward. So, it is presumed that Spectatre will stand in as Caretaker for Active Warps that may be transitioning Mayors. Although Spectatre was not available at this meeting to agree to this burden, it is assumed Spectatre is fine with it. The suggestion that it was possible for the Caretaker and the Mayor of an Active Warp to become Inactive at the same time was deemed too unlikely an event to warrant a contingency plan.

Another topic that has been flirting around the edges of the discussion of Active Mayor and the Caretaker roles these last two meetings is whether or not any status check was required as a part of the normal business of Council meetings. Generally, it seems the Council prefers to avoid any appearance of bureaucracy, and has resolved to take no action to ensure Mayor and Caretaker are active players until their inactivity is brought to the attention of the council. Once a potential inactivity has been mentioned to the Council, inactivity for both Mayor an Caretaker will be measured according to the same standard.

=====Process for establishing a Mayor or Caretaker is Inactive=====
* A player will report a possibly inactive Mayor or Caretaker to the Council. (posting a query on the pre-meeting agenda is probably the most reliable way to do this)
*The in chat command lastseen will be performed during the first available Council meeting. If the player has been lastseen within the preceding two weeks it will be presumed that the Mayor or Caretaker is Active. If the player has not been lastseen within the preceding two weeks then it will be recorded that the Mayor or Caretaker may not be Active.
** In the event of an anticipated absence, it is accepted that a Mayor or Caretaker may make an apology in the forums in same manner as a Council Member might make an apology. The Mayor or Caretaker also has the liberty to arrange for someone to cover their the duties in their abscence should they so choose.
*At the second meeting after the report of a possibly inactivity the in chat command lastseen will be performed and if the Mayor or Caretaker has not been lastseen in the preceding four weeks then the Mayor or Caretaker will be declared Inactive and the appropriate procedure for restaffing that role will be initiated.

=====Definitions=====
*Active Warps = the four warp towns with two way warp posts at Spawn, including the two white New Player (aka Zookie) warps and the two yellow Zedling only warps.
*Inactive Warps = old warps that no longer have the two way warp posts at spawn. Currently, Extreme Hills, Swamp, Jungle, for example.
*Caretaker = An active player who is available to answer questions and resolve issuses in Inactive Warps. This person acts liason between players and Council and Guardians in the event that the Council or Guardians must be consulted in order to resolve an issue. In addition the Caretaker will serve the same function in Active Warps in the event that an Active Warp is without a Mayor due to inactivity.

This topic came from the forums, and from all appearances had landed there because of an incident in the in game public chat wherein a player became uncomfortable with the chat topic. It was agreed by all council and guardians in attendance that new scripts to flag "hot topics" or ban particular phrases was overkill. Our host Spectator stated it succintly, "I am optimistic that we all have the capacity to be nice without specific rules forcing us to be so.": 
 
All players are reminded to be attentive when another player asks you to stop discussing a particular topic in the public chat. If you must continue the conversation, take it to private chat or another forum. We cannot know the particular qualms of every individual in our community. If someone asks you to stop, stop.
Feel free to contact Zriends, and Guardians with any concerns. That's what they're there for. And rumor has it Zed actually likes doing the busy body part of the whole Evil Overlord thing.

Zedwick, however had the perfect cure for this, showing off the new living room furniture in the CB Palace. In order to set the mood we voted for next weeks host. (That's what you get if no one vollunteers.) Candidates were SooprJ, KhasOrn, Wor Kit Outlater, and Noopi Nion. The vote went to SooprJ, which just goes to show ... well... um... yeah... I got nothing, I'm old. Everything goes to show.

Aravero noted that when private tunnels join public tunnels some players are marking their tunnels in ways that obstruct the tunnel or track and wondered if the council felt this needed addressed. It was agreed that any marker that stops or blocks the ice or the rail is undesirable. It was stated that editing the rails in public tunnels is against the rules. Editing the wall of the tunnel to gain access is not a violation of the rules, but it was stated that council strongly prefers these opening be placed between "pillars" of the wall design. (Scribe's note: The border tunnels' wall decoration was designed with this specific intent). Tunnel owners are encouraged to place markings on the "pillars" of their openings, and it was suggested that blocks could be placed in the air space above the actual track as long as those blocks do not stop mine carts or injure players. Players coming upon such an obstruction have been granted permission to fix it once, but are instructed to enlist the aide of a blue before a griefing war starts up should the obstruction be re-built.
* SneakySkeleton offered to amend his "Guide to the Nether" forum post to reflect the agreed upon items.
* It was stated that "public tunnels" refers to the four border tunnels and also the tunnels connecting the hubs at warp towns to spawn and other warp town hubs.
* It was stated that mayors of warp town have the right to allow or disallow private tunnels to connect to public tunnels owned by their warp.

Memery polled the council's interest in a tree cutting contest event to be held in Blutopia. Most were enthusiastic about the idea and amused. The proposed event will help clear the way for more expansion in Blutopia, so it was noted that there was a certain similarity to a scene in the book Tom Sawyer. Creation of a landmark seems a likely prize in this early planning stage.

ABParadigm was nominated and elected into the Zedling Council. Welcome AB!!!! AB agreed to host next meeting May 20, 2017 BST at the Command Block Palace. 

* A point of order was raised by Aravero with the intent to clarify how nominations are to be counted when electing a new member. It was agreed that there was some confusion on this point. Council voted that the nomination and seconding stands apart from the actual process of voting the nominee onto the council - the nomination and it's second do '''not''' count as the first two votes of the three votes required to elect a new member to council. A separate secret vote must take place after the nomination and it's endorsement.
* As a result of the above point of order the council also voted that any council member may only support one candidate for council member per meeting. (Scribe's note: I think that basically means you can't nominate one person and then vote for another if there are two nominated and seconded canditates for council that week, but I admit I wasn't really sure what was going on with that one)

We all cheered after Dax announced that an upcoming Zestygame "Dungeon Dash" was ready for some alpha testing and that two tests would be conducted immediately following the meeting. Two groups of four were formed, and the meeting was adjourned.
