- I'm not sure who else might be a council member, Is there a list somewhere that's actively maintained?
- Memery said he couldn't scribe because his keyboard was broken, though I'm not sure how he managed to say that with so few typos. He also managed to convince people that I had volunteered... again.. not sure how he did that with a broken keyboard.
- Since a broken keyboard is apparently a valid excuse, if there are any problems with the notes, it's because my keyboard is broken.

These topics were sent to forums from the Sept 22nd Zedling Council and are the only topics discussed in the pre-agenda.
- How many caretakers?
- How are caretakers appointed?
- Do we assign an extra caretaker for active towns when it is between mayors?
AB took up the red lettered baton and declared the first topic resolved in forums.
Council agrees that only one active Caretaker is needed for the maintenance of all Inactive Warps. Since Council has already set precedent by empowering Spectatre as Caretaker of Swamp, Jungle, and Extreme Hills (Inactive Warps) several months back it was stated this answered the second topic.
To the third issue, a Caretaker for Active Warps in the process of transitioning Mayors, most felt an additional Caretaker was unnecessary. All believe the current Caretaker, Spectatre, is doing an admiral job and have confidence that she is all that is needed going forward. So, it is presumed that Spectatre will stand in as Caretaker for Active Warps that may be transitioning Mayors. Although Spectatre was not available at this meeting to agree to this burden, it is assumed Spectatre is fine with it. The suggestion that it was possible for the Caretaker and the Mayor of an Active Warp to become Inactive at the same time was deemed too unlikely an event to warrant a contingency plan.
Another topic that has been flirting around the edges of the discussion of Active Mayor and the Caretaker roles these last two meetings is whether or not any status check was required as a part of the normal business of Council meetings. Generally, it seems the Council prefers to avoid any appearance of bureaucracy, and has resolved to take no action to ensure Mayor and Caretaker are active players until their inactivity is brought to the attention of the council. Once a potential inactivity has been mentioned to the Council, inactivity for both Mayor an Caretaker will be measured according to the same standard.
Process for establishing a Mayor or Caretaker is Inactive
- A player will report a possibly inactive Mayor or Caretaker to the Council. (posting a query on the pre-meeting agenda is probably the most reliable way to do this)
- The in chat command lastseen will be performed during the first available Council meeting. If the player has been lastseen within the preceding two weeks it will be presumed that the Mayor or Caretaker is Active. If the player has not been lastseen within the preceding two weeks then it will be recorded that the Mayor or Caretaker may not be Active.
- In the event of an anticipated absence, it is accepted that a Mayor or Caretaker may make an apology in the forums in same manner as a Council Member might make an apology. The Mayor or Caretaker also has the liberty to arrange for someone to cover their the duties in their abscence should they so choose.
- At the second meeting after the report of a possibly inactivity the in chat command lastseen will be performed and if the Mayor or Caretaker has not been lastseen in the preceding four weeks then the Mayor or Caretaker will be declared Inactive and the appropriate procedure for restaffing that role will be initiated.
Definitions
- Active Warps = the four warp towns with two way warp posts at Spawn, including the two white New Player (aka Zookie) warps and the two yellow Zedling only warps.
- Inactive Warps = old warps that no longer have the two way warp posts at spawn. Currently, Extreme Hills, Swamp, Jungle, for example.
- Caretaker = An active player who is available to answer questions and resolve issuses in Inactive Warps. This person acts liason between players and Council and Guardians in the event that the Council or Guardians must be consulted in order to resolve an issue. In addition the Caretaker will serve the same function in Active Warps in the event that an Active Warp is without a Mayor due to inactivity.

Memery announced that he had no one to pay for new wiki pages, although he allowed for the possibility that there are broken links to blame. New Mayor Elections for Forest Hills
Since it has been determined that Active Warp Forest Hills is without a Mayor, it's time to elect a new one. If you have interest in the position, post in the separate thread in the forums.

There was only one guest this week and in a desperation move host AB threw out all the protocols and invited __M to join council. __M refused due to techniacal issues.
