I think the concept of elders is good - do think that it would be better if the host could pick a chair rather than defaulting to elders from the start, though. Maybe we could use 5 elder members as a back-up system in case no chair is picked (and there really should have been one) and the elder can hand out strikes and guide the meeting. If a host picks a chair, however, it could be any council member of their choosing, regardless of elder status.

Unrelated to the elder status and chair business - I would like to do a mayor activity check on Aravero. I miss her, as I'm sure we all do, but I'm starting to think that River Bend really needs an active mayor. I ran around the other day and found a few breaches of the River Bend rules, as well as various other miscellaneous tidbits (blocks taken out for example - I had to replace a lot of end rods) that were not as it should be.

Honestly I think having this Elders list would be overcomplicated and largely ineffective anyway. I don't think I have enough of a grasp of the council procedure to do it properly and i've been around for years.

Just doing it volenteer like scribe would be fine. And as we're all responsible council members, we don't volunteer if we don't think we'd be up to it.

I agree. Soopr and I had discussed this awhile ago. Even a temporary riverbend mayor until she returns would be a good idea...

I like this idea of volunteers who are feeling like they are competent enough to take on the position of "chair" or "council elder"
However I respectfully disagree with you saying people won't volunteer unless they think they'd be up to it... I've seen many people volunteer to host meetings with absolutely no concept of how to do it (myself included, ABP helped me a LOT)

I suggest when a new council member is voted in, maybe they sort of train under an experienced host so they can learn the ropes of hosting a meeting...
Even a job as simple as McDonald's trains their new employees before putting them to work... I don't know why we wouldn't.

I see your point Dax, it may be overkill to do the system if not all the elders know the council procedure too well. I could see Spec and Memery being the most avid people to chair (as they scribe a lot, and keep tabs of the wiki - hence know procedure a lot better than the average council member) but neither of them are on the most elder 5, according to the Zedling Council page on the wiki.

I think my biggest concern is actually picking a chair. Recently some hosts haven't even been picking scribes. How do we reinforce this, so both are picked at the start of a meeting again? Could Zed add in some sort of reminder that broadcasts when the !update lvs_host (probably incorrect syntax) command is used?

I can see the merits of the idea of a 'chair', however I see it becoming an unnecessary obstacle and ultimately confusing for new members. I think we should just keep the host role as it is, and if someone wants to host it elsewhere (like a new member's base) then they simply do so, someone could volunteer their place if they so wish.
I should make clear when I refer to host, I mean it in the way it is currently. They are responsible for keeping order at a meeting, announcing topics, holding votes etc.
I agree that the tradition of the new member being the host is often daunting - it can be even for experienced members of the council - maybe we could have a 1 meeting gap before someone hosts?
The responsibilities of a host are made clear on the Council wiki page, so if someone feels they are not up for it, they should not put themselves forward. Instead of creating a new role with new rules, why can't members of the council just help the host stay on track? To me that sounds far simpler.

Perhaps we could instead add in a regulation to govern how members of the council can make an official complaint against other attending member's behaviour, which would prompt the host to decide if a strike is warranted.

For example:
If a Member of the Council finds the behaviour of another member out of order during a Council Meeting, they should send a private message to the host to make an official complaint. The host can then make a judgement and take action they deem necessary as outlined in the Code of conduct.

This isn't really a change from our current system, but provides a formal avenue for council members to prompt the host to maintain order during a meeting.
