Do you mean Global chat? You can't turn it off with vanilla minecraft clients.

Sorry, I took so long to reply I haven't been that active on the forums.

I have recently been reading some of the ban appeals as Zed says what I'm trying to ask, and that is how do we express our 'permission' for others to look/take stuff from our chests?

you give them permission by typing /trust (name) and then they can take and place items in chests as well as build in your claim. you can also /untrust people so any trusted players will lose the ability to do anything in your claim. :D

As Goldy says, you may also place signs to show chests which are free to take from.

However, new players to the server have a trial period where they will have their build rights removed if they take from chests too early, as it is likely they are stealing. The normal exception to this, is if they have joined with a friend. We have no way for you to prevent them from losing their build rights, but can just let us know they are with you to return their build rights. So, if you have a chest with a sign to say 'free to take' any new players who see it will lose their build rights; not a good idea to put them outside your house etc.
