It mostly depends on if we, as Guardians, feel the player might come back. For small builds where the player had only spent their first day on the server building it (or their first week, perhaps) and then left left, never to return, we would likely just rollback all their actions to free up the land for others to use. I periodically do this when I come across a noobish looking houses, typically if it has been multiple months I will just roll it back. If it has been a few weeks, I might if it is in someone's way or left half finished.
For larger builds, where the player had obviously spent some time on the server and then may have come up against other life things which may be keeping them away, I prefer to leave them in case they one day return. I feel I have a good feel for who may return, and who may not; though I do lean to the more cautious side.
IF you'd like us to have a look at a build, just enter "/helpme I'd like to remove this noob build, please" and a Guardian shall inspect it. As a rule, we do not hand over the builds or stored items of banned or inactive players, we just undo every action they had taken on the server (so the resources they gathered are returned to the world for others to find).
