Allow fire inside player claims? [Zurvival]

So I have a forest like area nearby I plan to build stuff on but someone was cutting down trees but left the top intact so there are floating tree heads all over the place and I got to thinking about getting rid of them but building up to them to chop them away will be such a pain (I'm quite lazy).

I believe there's a command to allow TNT explosions to destroy blocks inside of a claim so would it be possible to allow fire spreading inside of a player claim?

There is no such command, and it is doubtful the dev will add it as the use cases for needing fire-spread are low in number. I will suggest it next time I pester him, though.
