FunkyTechnician was waylaid by fiendish family member who cared not for the sanctity of council meetings - luckily we all bundled into the palace and Hominix jumped into hosting duty. With zero topics on the agenda, it was sure to be a very short meeting!

Town Rules for Domount - AmirTheTurtle

Amir wishes to develop Domount, and wants to enable the removal of inactive player houses to assist this. After some confusion over current rules, Zed awoke from his slumber to clarify any demolitions require approval by the guardians.
Town rules should be clearly displayed, with any changes to those town rules to be clearly advertised to players (so they can voice concerns if required). This is to be done through notice given in the town, attempt to contact the players directly, and a forum post.
14 days was given as a generally acceptable warning period - as long as towns could demonstrate they had done their best to advise the player and make them aware of what was happening, it would be likely a ruling would be made in their favour. This will be decided on a case-by-case basis by the guardians.

LVS Rules - Hominix

He wasn't just making a declarative statement about the awesomeness of the server. Concern was raised that some rules were in a grey area due to not being present on !info rules, or just not being very accessible (such as the many council rulings). Zed invited someone to start a wiki page, fleshing out the rules and giving extra specificity, while also adding more information with regards to creating town rules and other rules set forth by the council and elsewhere.
If zedlings get it started, the guardians can amend or add if needed (the 'discussion' page on the wiki can also be used to gain clarification on rules, post questions on gray areas, and discuss suggested wordings)

End gateway shops/Main End Island building rules

This follows on from a topic last week about End shops and was expanded to pertain to any End builds.
The main end island is OFF-LIMITS for building, as well as the surrounding void - this area is managed by the Zriends and Guardians.
After discussion on allowing shops/builds outside the end gateways while making sure not to interfere with the ender farm, the following was passed by unanimous council vote:
Players cannot build in the End between -500 and 500x, or between -500 and 500z.
Additionally no buildings should be made within a 30 block radius of the edge of the end gateway huts beyond this 'exclusion zone' - this was also passed unanimously, with an exception being made for bridges, for access to the gateway huts.

Pre-Meeting Agenda thread = Dax23333

Please use the pre-meeting agenda - discussions are going on longer due to people not knowing ahead of time what is being discussed.
The council was eager to encourage people to use this thread. A popular idea was some sort of bot for the forum - perhaps an in-game command could direct people to a pre-meeting thread. Zed has put it in the 'eventually' pile, while adding the suggestion of a time limit to topics not placed on the pre-agenda (to be enforced at the host's discretion)

End Farm Care - HOMINIX

People are breaking blocks at the end farm and not replacing them - if you break it, or just see it broken, please replace the blocks. A donation chest of materials can be supplied if required - there was also talk of replacing the current blocks with a more robust material, to deter the annoying trolls or inattentive hackyslashers.

FunkyTechnician volunteers once again - we'll finally get to see his shiny meeting place in two weeks!
