Have areas of "Natural Beauty" or "Man made beauty" that are protected by the council.
Areas that are deemed too "pretty" to build on can be suggested at a council meeting. The council decides whether the area is good enough to be protected or whether it's fine to be built and mined upon. They then can set the boundaries and any plans to build on this kind of land must have council permission (decided by a vote).
Areas cannot span farther than 9x9 chunks (or close to that) worth of land, meaning huge areas cannot be protected for no reason.
Aim is to have areas that are untouched and left pretty like generated, ie ice spike biomes, mesa biome etc. Builds can also be protected under man made beauty. Max limit of each is 10 (10 builds and 10 areas can be protected at the same time). All areas/builds that are to be protected are decided by council vote.
Areas can only be suggested by members, however a member can speak on behalf of a non member on an area of land/build.
By protected, I do NOT mean Zed protected. I mean the same kind of protection villages and temples have. Any changes to protected land can be reversed and the perpetrator, unless doing so in a grief in manner, will be warned. If it is obvious that it was intentional then it will be classed as grief and will be dealt with by Admins.
This should not affect any issues that people have about free build as the whole council has their say on the area via vote and if it is seen as an infringement on the possibility of free build, a vote against protection would stop that. Areas and builds can only be suggested once.
